Homeland Security Branch's State Threat Assessment Center (STAC) functions as California's information sharing clearinghouse, focusing on strategic threat analysis and situational awareness reporting. It supports statewide leadership and the public safety community in their efforts to prevent, prepare for, mitigate, and respond to all crimes and hazards that could impact California's citizens and critical infrastructure. As part of the Strategic Analysis Unit, you’ll play a crucial role in safeguarding California by identifying and analyzing potential threats.

Key responsibilities of this position include, but are not limited to:

• Conducting extensive all-source intelligence analysis on threats facing California, including data collection and structuring.
• Developing complex analytical approaches to address problems with incomplete or controversial data.
• Preparing written intelligence products that conform to Office of the Director of National Intelligence (ODNI) and STAC standards.
• Briefing California leaders on research findings through full-cycle intelligence analysis.
• Facilitating information sharing and collaboration with local, state, tribal, territorial, and federal partners.
• Advancing joint analytic opportunities and representing STAC at meetings and conferences.
• Completing special assignments and participating in staff meetings and training sessions.
• Staffing the State Operations Center and performing after-hours duty officer functions.

Two Intelligence Analysts will be part of the Counter Terrorism Team and the other Intelligence Analyst will be assigned to the Criminal Analysis Team. Please be sure to highlight any preferences or background you have for either team, if applicable.

These positions are located at our Mather Campus and are eligible for a hybrid work schedule which includes up to one day of remote work per week. Additional in office days may be required based on the business need.

Working Conditions

• Homeland Security: This position requires access to National Security Information, and therefore, selected candidates must be able to obtain and maintain a Secret-level security clearance. Upon hire, candidates will be required to apply for the clearance, and once granted, they must maintain it as a condition of employment. Eligibility for a Department of Homeland Security (DHS) sponsored SECRET security clearance is also mandatory, and candidates must be able to qualify for and maintain it. To obtain a security clearance, you must be a U.S. citizen.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Minimum of (2-3) years’ experience working as an intelligence analyst or similar position.
• Be proficient in the intelligence production cycle and Structured Analytical Techniques (SATs).
• General understanding of ArcGIS and geospatial intelligence tools.
• Previous experience supporting law enforcement and/or public safety is preferred.

Statement of Qualifications
