Position Summary

The Compliance Officer is responsible for ensuring Bonner Carrington’s affordable housing portfolio operates in full compliance with federal, state, and local regulations, as well as company policies. This role provides specialized expertise in Low-Income Housing Tax Credit (LIHTC), HUD programs, and other affordable housing requirements. The Compliance Officer works closely with onsite teams, regional leaders, and state agencies to oversee compliance reporting, conduct file audits, and provide training and guidance. Reporting directly to the President of Compliance, this position plays a key role in protecting the company’s assets, minimizing risk, and supporting long-term operational excellence.

Key Responsibilities

Compliance Oversight

  • Monitor compliance for a portfolio of properties governed by LIHTC, HUD, HOME, and other affordable housing programs.
  • Ensure accurate completion and timely submission of required compliance reports to state agencies and HUD.
  • Review resident applications, recertifications, and supporting documentation for program eligibility.
  • Perform ongoing file audits and site reviews to confirm adherence to program rules and regulations.

Training & Support

  • Provide training to onsite teams on compliance requirements, lease-up procedures, recertifications, and reporting.
  • Serve as the subject matter expert for compliance-related questions, offering clear guidance to Property Managers and Regional Managers.
  • Develop tools, checklists, and resources to support compliance accuracy at the site level.

Agency Relations & Reporting

  • Act as the primary liaison with state housing finance agencies, HUD representatives, and other regulatory partners.
  • Respond to agency inquiries, monitoring reports, and compliance findings in a timely, professional manner.
  • Ensure all regulatory deadlines are tracked and met, mitigating risk of penalties or noncompliance.

Risk Management & Continuous Improvement

  • Identify compliance risks and develop corrective action plans in partnership with the President of Compliance.
  • Stay current on affordable housing regulations, industry changes, and state agency updates.
  • Participate in policy development and recommend process improvements to enhance compliance controls.

Qualifications

  • 3–5 years of compliance experience in the affordable housing industry required.
  • In-depth knowledge of LIHTC, HUD programs, and affordable housing regulations.
  • Familiarity with state housing finance agencies and their compliance processes.
  • Strong analytical and organizational skills with attention to detail.
  • Excellent written and verbal communication skills, with the ability to interpret and explain complex regulations.
  • Proficiency with Microsoft Office and compliance software (Yardi, OneSite, or similar systems preferred).
  • Certified Occupancy Specialist (COS), Housing Credit Certified Professional (HCCP), or similar designation strongly preferred.
